1 - Since June we have a right wing coalition Government, with a Foreign Affairs Minister Pro-Israel ( the PM has a more balanced approach though). 2 - Not only the EU has influence in Portugal's vote but also the long term alliance with the USA. 3 - Yet, the Portuguese Government knows that Portugal's is currently a member of the UNSC due to the support of 56 Arab countries. So, Portugal will abstain at the UNSC and will vote in favor of the Pals bid at the UNGA. Moreover, I don't think the USA will get many votes against the Pals at the UNSC (maybe Germany). Even Colombia, which depends a lot of the USA money, will abstain. I have no doubts that Bosnia favors the Pals but they don't forget the support of the USA in the war with Serbia and they still need the USA support to join the EU. In this issue real politics, as usual, plays a major role.
