I'm afraid the answer is "No", or in other words, Israel won't have a true capital, until it will be recognised by the rest of the world. And it won't be recognised by the rest of the world, until Israels political establishment and a majority of the Israeli citizens are willing to share it with the Arabs..... It may be hard to swallow, but that's the reality.
