    I don't understand. The article supposedly presents a case for the failure of the settlement project, but ends by naming two achievements. But they don't count because...because that isn't what the settlers wanted? And another achievement--the retention of the major settlement blocs--it doesn't count because...because only low-lifes are going to live there? Please. It's an embarrassment to read such an article. It should have been an embarrassment to publish it.
