Fact: there are two groups in the West Bank, one of which can vote in State elections, can drive on certain roads, be protected by an effective army, and can now be protected by an (admittedly probably useless) gas mask, while the other, indigenous, group has none of those privileges. Fact: since the end of brutal colonial rule, this does not happen anywhere else in the world. This distribution of gas masks just shows up the fundamental injustice of this situation. Fact: Under GC IV, the IDF is required to protect civilians in the areas under belligerent occupation, and if the gas masks are effective protection the IDF must supply them.
