Unfortunately these international rules about war crimes do not apply to a situation where one side has fighters in civilian clothes. Coupled to the fact that the UN Human Rights Council does nothing but bash Israel, makes the whole thing an immoral farse. Look at the situation in Afghanistan - lots of terrorists in civilian clothes, and lots of innocent civilinas, get killed. And the UN HRC doesn't make a fuss.
