The answer to worsening relationships is not, "Let's start building." What exactly is hoped to be accomplished with this direction? The real answer to Israel's problems is rather a lack of common purpose, a lack of unity between the people of Israel. Why is this especially needed? Well, what are the people of Israel living for? Are they united in a purpose? After all, it was once long ago that the people of Israel lived by a mutual guarantee, the arvut. They each agreed to "Love thy neighbor as thyself." Also, they agreed that they should teach this to others. And so isn't that what's truly needed today for peaceful relations within Israel and with Israel and others? Unity, a mutual guarantee? And if not for Israel, who else will show this example? Therefore it is up to the people of Israel to unite and lead by example.
