    Iran has not been able to complete the Natanz plant. Nor has it been able to install centrifuges in the new small plant at Fordow. Nor has it been able to keep it's current centrifuge cascades in continuous service. It is extremely doubtful that Iran is capable of building two new enrichment plants any time soon. They might start them, but the boast is hollow. All current production is in the grossly inferior IR-1 centrifuges. The IR-2, much bragged about a years ago, is still being developed. There is one IR-2m and a ten-centrifuge cascade of IR-2m centrifuges being tested. There is one IR-4 centrifuge under test. That indicates the IR-2m program is way behind schedule and not ready for prime time. Despite the hype by both sides the Iranian enrichment program is not going well.
