    Option 1) Build as much as possible and make sure you take as much money as you can from the US because the power is shifting and when this is complete you need to be well prepared and self dependent because I highly doubt you can please more than 1 billion Chinese and convince them to aid you billions of dollars. Option 2) Stop extremism and religious radicalism, be more serious about peace and stop the illegal settlements. If this is achieved the Islamic extremism will disappear by it self and all the Palestinians will stand against Hamas. In this way you can garentee the safety of the children and grandchildren of Israel.
