it had nothing I suppose to do with the fact, that during the Chamberlain negotiating period & the phoney war, Britain was buying time to update its forces, particularly the RAF. A fair proportion of the RAF fighters were biplanes and car factories had to be turned over to making Hurricanes, spitfires and heavy bombers. This doesn't happen overnight.
