It is simply assumed that IF Israel declares *this* or *that* to be "state land" THEN that land now belongs to the "state of Israel". Ahem. Article 55 of the Hague Regulations says that public land (i.e. "state land") must be administerd via the rules of ususfruct i.e. the occupier must "safeguard the capital of these properties". Swallowing up "state land" is a clear violation of that stipulation, which means this is very, very, very I.l.l.e.g.a.l.
