Perhaps I'm missing something, but I don't see where the Boycott Law impinges on anyone's freedom of speech. Most boycotts are malicious, most are founded on false or questionable premises (e.g. Israel is an apartheid state or that the settlements are illegal) and deserve to be defended against on account of the harm they do. No Arab country, indeed, no Islamic country offers freedom of speech to anything like the extent that Israel offers it. This is just another example of contrived Israel bashing that acts against the peace process just like all the other spiteful and unhelpful actions.
