    By which I mean the Palestinians who earn more on a settlement than in a Palestinian job. Still the European measure would be good PA from their point of view, though from the Palestinian point of view it is merely a bone to make up for Europe's refusal to support the Palestinian bid for statehood at the GA. If Europe wants to do the Palestinians any good, it should endorse their statehood bid, and it should openly (not in mute conversations behind doors) pressure Israel to improve the economic conditions in the West Bank and Gaza and increase the quota of Palestinian workers in Israel.
