The UNGA didn't "recommend" the Partition Plan to the Arabs, ergo, it wasn't up to "the Arabs" to either reject or accept it. The Partition Plan was brought to the Assembly by the Mandatory Power, and therefore the UNGA Res 181 vote was a vote of "consent" to the Mandatory's plan to partition this mandated territory. Legally, that makes all the difference in the world.
