Olmert and Bush have a common characteristic. They both like to start wars, and then when things don't work out, they think diplomacy can save them. They don't try diplomacy first, and use it to prepare the situation for the war so that it is favorable to them. Now the talk is of an international force 'hermetically sealing" the Lebanese border, not only with Israel, but also Syria. This would have to be a VERY large force, and very intrusive on Lebanon. But that is the size of straw that the firm of Olmert and Bush is grasping at now.
