realistically, its motives for wanting nuclear weapons are primarily defensive. It want's the deterrant capability that they offer. Let's face it, throughout history man has sought military superiority, and when faced by it, has sought military equity. Bottom line, when your sworn enemy is armed with nuclear weapons, the inevitable feeling is one of naked vulnerability. Iran's desire for nuclear capability - IF indeed it's really working to achieve it - is a natural response to Israel's...and would be no more and no less a threat than Israel's. US/USSR...India/Pakistan...Israel/Iran. As much as it sucks, it's actually the 'human' thing to do, isn't it?
