    If we had more freedom to manipulate the city, well... the Third Temple would be there. Reunification of the Abrahamic religions (more that half of the world's population), what else would you want? Besides, that's why the city sucks: -Mainly, too many unbuilt areas. Requires more taxes on those. -Old pre-1967 buildings need mandatory renovation, like in Paris and other capitals. -Huge part left to the WAQF, which makes Jerusalem its garbage. -Needs architecture guidelines for all mayors to come, not personal tastes. And really, Tel-Aviv city center is not much better.
