it's better at this stage to present a peace agreement on probable borders, even if all the security measures are not finalized. The United States can actually propose the boundaries for the two-states side by side to both the Israelis and the Palestinians. It's somewhat difficult to elaborate on security matters when there's no defined borders for each states' territory. The time seems right for something substantial before the next U.N. General Assembly meets again soon. Anyways, didn't they already agree on this timetable many meetings back? Look at the agenda.
