His "endoresment" went like this: if the Pals agree beforehand to *this* and *this* and *that* then, yeah, I can see myself discussing with them the possibility of us agreeing to grant them a state. But nowhere in his speech did he acknowledge that they have a RIGHT to a state, and without that acknowledgement then he hasn't actually committed himself to a two-state solution i.e. all he has said is that he will consider that as a possibility.
