Clarke; UNSCR 242 calls, "For achieving a just settlement of the refugee problem;" Notice that there is no "right of return", Palestinian and Jewish refugees are not distiguished, and no country is singled out as being responsible. The original group of Palestinian refugees numbered about 750,000 in 1948 and today (with their descendants) number over 3 million. Between 1948 and 1967 (when UNSCR 242 was passed), there were about 860,000 Jewish refugees expelled from various Arab countries most of whom were taken in by Israel. I'm not sure how compensation would work either. It can't be based on property losses because then only the original owners or their heirs would benefit and many of the Palestinian refugees were tenent farmers or renters and did not own any property. Besides, the Jewish refugees would have to be compensated for their property losses too. Money wouldn't solve the citizenship issue either. Only Jordan grants citizenship to Palestinian refugees.
