I agree 100% with what you are saying. However, there is one side which is clearly taking your suggestion: Israel. The Army is the one doing the fighting and taking the responsibility for it. It is the side of the Palestinian armed groups (Hamas, Islamic Jihad, etc) and Hezballah that do not fight as armies, but rather as civilians. This leaves the Israeli Army only two choices: Not defending Israel or going to fight civilian aggresors. The options are bad either way. I look forward to your comments on this.
