There is the knotty little problem of the internal Palestinian deferred/active civil war. Neither Hamas nor Fatah, want Israel to recognize Gaza as distinct from Palestine, and the two parties want to control Palestine and will kill each other to do so. And, historically, in the triangulation (more than that with other militias in play), "sticking it to Israelis - not Israel" is a method of gaining street cred. (Its also a method of Israeli parties proving their credibility, defense credentials.) The path through the whole mess is a negotiated proposal to bring to the legislatures and then populace. Once ratified, the proposal becomes the stated will of the people. Militancy is marginalized. Then, there is the monkey wrench of BDS and the single-state advocacy. All whirpools at sea level, with no waves to actually surf, only whirlpools.
