You know that old saying 'possession is 9/10ths of the law. (Used to convict criminals) " However it is not ILEGAL" The UNSC says it is illegal. You know they do, you must, knowing so much about the issue and having been pointed to the information so many times. Unless of course you don't read the information, in which case, you're not a serious contender, arguing in ignorance instead. "..the only thing that legally counts are the binding resolutions of the Security Council. That means Chapter 7" Strange.. Chapter 7 is about ACTION (first word) which might take place after Chapter 6. Chapter 6 resolutions are based in binding law. Chapt 7 is the possible sentence.. The US Veto vote has been on Article 7 ACTIONS. Binding law still stands, toothless, the breach still stands.
