    it doesn't matter what just Obama himself wants. Congress too has a lot of influence on foreign policy, and has at times in the past either forced a change and even reverse in US Presidential policy. Moreover, this is expected to be a militant Congress, much more than ever before, both for ideological reasons and also the STRONG desire of the Republicans to get rid of Obama in 2012. Therefore, there is a very very good chance, that Obama's intentions notwithstanding, he will be unable to significantly affect so-called peace efforts, because Congress won't let him. Don't forget, also,Congress has control of the purse strings - not the President.
