moshe arens is wrong so often that i'm shocked when i concure with him. the idf has been indeed misused. for 38 years, many units were used solely as the private budyguards for civilians(the settlers) who were sent by the government into military adminstrated territories, in direct violation of the 4th geneva convention, according to a verdict by the international court of jutcice. israel is a signee of the 4th geneva convention, and when a government does that, it becomes also a law of that country as well. so israel was violating her own laws in order to send civilian settlers into territoty that was and is under military control, while ordering her own military to participate in these illegal acts.
