    Dr. Arens is absolutely correct. Expensive shelling of empty area in the Gaza strip were not even conceived in Chelm. They cost a lot and did not impress anybody. After a week or two such stupidity would have been suspended by the city council of Chelm. Surgical assasinations in crowded streets have a small effect and tremendous image damage to Israel. We have got to get in there and push the terrorists back into areas distant enough from Isreali settlements to be out of the range of Quassams and Katyushas. To start with we should turn off the power supply to the Strip for an hour for each Qassam. If this does not help we should turn it off for more extended lengths of time. These actions are going to be very effective. No more Chelm.
