This is especially true for Hamas who have done everything possible to blur the line between political parties, armies, and charitable organizations. For American readers, try to imagine an amalgamation of the Red Cross, the GOP and Blackwater. In Western style democracies (like Israel) there is a clear distinction between political parties and militias. There is a clear distinction between national defense forces and forces of civil order. None of that exists in Gaza. And, even if it did, there would need to be mutual recognition of those divisions. Under rules of war would the Gaza police be allowed to engage invading IDF forces?
