Very often, it looks as if they aren't. However, the vast majority of people outside of Israel supports the right of the Jewish people to try that. And the same is true for the Palestinians. Nobody expects their parliament to be more efficient than the Knesset (well, that's the 'soft bigotry of low expectations'), but that would still be a reasonable improvement over the current situation.
