Arabs will never see themselves as equal to jews as long as Israel is a JEWISH STATE. Unless its a western style country where religion takes place behind closed doors and the state has no legal connection to any religion or have symbols of state etc that have meaning to one religion but not another the arabs will never feel they belong. Law of return allowing all jews to move to Israel on the grounds they are jewish, all symbols of state are jewish, all the national holidays are jewish ones, the main language is hebrew, the country officially defines itself as a jewish state. Even the name of the country Israel is a jewish name. There is nothing about Israel that says arabs live here. It doesn't matter how much you attempt to make the arabs feel more welcome or how much pro arab legislation you bring in they will never feel welcome.
