The essence of democracy isn't elections, but toleration: you must be willing not only to allow those with whom you strongly disagree to spread their ideas and values freely, but to obey their laws if they win government. This is completely foreign to Arab culture as it stands. Perhaps in a few generations things may change, but until then only the strongest, least tolerant and most ruthless will prevail.
