Howdy ArabAmerican; I have yet to hear of any Arab leader refer to the Arab ultimatum as a "framework" for negotiations. On the contrary, all of its demands except for the refugee issue appear to be non-negotiable. If the Palestinians want to breed themselves into perpetual and abject poverty, then that's their business just as a long as they stay outside of Israel. Palestinians are, by definition, not Israeli citizens and they have no effect on Israel's internal demographics. Why do you think that Israel has not annexed any portion of the Palestinian Territories except for East Jerusalem? The third option (aside from the one- or two-state solutions) is simply to continue the status quo until the Palestinians are ready to be flexible on where the border is and which neighborhoods of East Jerusalem will be under PA control. Note: Israel will never relinquish sovereignty over the Western Wall and the subsurface regions of the Temple Mount.
