    It seems to me that any approach by the Arab leaders to the UN will only have teeth if it is taken by standing relative to the authority vested in the SC by Article Vll along with the powers of jurisdiction to enforce by resolution. Because of the long standing discrepancies of UNSC Res credible weight and enforceability I can not see Arab leaders alone gaining any ground to a real solution with their approach with out a Unilateral declaration of statehood by Abbas himself, which would immediately put the issue front and center to the UNSC on a security of peace interest alone if nothing else. But would it not be up to the UNGA under advisement to determine state borders similar to the UN 181 Res, do to, again, the vague interpretations of previous border Res like 242 and later 338 predicated off of 242. Someone enlighten me of the possibilities if you are qualified please.
