If any private individuals were going to be allowed to live in this building then the only people living there would be the ones who have a couple of million dollars pocket change laying around so I really can't see any settlers living in this place. Nobody is attempting to compete with the arabs who just build tall buildings for prestige. In Israel companies build based on need, building the tallest building in the world in Israel is pointless if there are not enough people or companies with the money to use the place. Israel is very much a country built out of practicality rather than luxury.
