Let's be honest about this: both sides (Israel and the Palestinians) tend to break every single agreement, whenever they can get away with it. Otherwise there would have been peace decades ago. And if you're not going to be any more clear about which sources purportedly give Israel the discretion to withold Palestinian import duties, I won't spend the rest of my life looking for them (is it perhaps the Bible?). Annex 5 of the Oslo interim agreements, on the other hand, speaks a lot about different types of money that Israel will transfer to the PA, but there doesn't seem to be any provision that suggests that Israel can just unilaterally decide to keep (or delay) the money instead.
