Look, all states ultimately rely on force to back up their laws and policies. Isreal has existential issues and this means that force, unfortunately, is poised to pounce in a second. Having said that, Israel is highly respected by jurists in the West for its rule of law. That Israel must go beyond the rule of law is being underlined by the current drone debate in the USA. Essentially, when there is a very serious threat that cannot be safely managed by the rule of law, then a State's responsibility is to rationally and carefully go beyond the rule of law. Mistakes will undoubtedly be made in that process but to err is human. Unfortunately, that is little solace for innocent victims but the goal and the effect to protect the innocent.
