The designated developer of the preferred system (Rafael, in Israel), says the system will be operational in 11/2 years. No reason to doubt it. The arrow exists, and you need a faster mechanically moving missile launcher to hit the rocket. The principles are all known and the question is faster speed. The goal is not to have defense against a massive attack as in the Lebanon war. The solution for this will be the re-invasion and occupation of the West Bank. The problem is the terror group which will launch a couple of missiles just to cause trouble and make their presence known. And Barak is not talking about missiles from Iran. For this, holding on to the West Bank makes little difference. He knows what he is saying, and even gave a time frame which, according to Rafael, is even longer than necessary.
