What Goldstone is doing here is fighting propaganda, not reality. The claim against Israel being an Apartheid state is based on Israeli control of the West Bank and the situation of the Palestinians, not on the treatment of Israeli Arabs. In the West Bank, different laws apply to Jews and Arabs, some roads are open to Jews only, etc. Clearly, the Arab ethnic group is oppressed by the Jewish ethnic group, so this is close to Apartheid, it resembles it, although may not be identical with it. Turning the flood lights to shine on Israeli Arabs is a diversion, a good technique for anti-propaganda propaganda, but the problem remains.
