And at least the deal is for a cargo of goods, presumably non-military. Of course, these goods are free to enter in any event. But what is "familiar" is the Arab modus operandi. Kidnap someone and then blackmail Israel. Its great that the blackmail in this case was merely symbolic - a cargo of goods as opposed to a gaggle of murderers.
