    It's the only way anything will ever be built and developed in Judea and Samaria. The Arabs will not do it on their own, they don't know how to and everybody just wants to piggy-back on Israel one way or another. We need to develop the area, set infrastructure , make the business plan, give the agricultural knowledge, set up the trade commissions, develop the tourist industry, build a capital in Ramallah, bring investment and modernity to the area, all under the auspices of Israel. At the same time we need to establish a local government, a provincial government that would rule over daily affairs and prepare for the upcoming secession as the Arabs declare independence of a viable society that we built together. The price is small, it's the established 500,000 Jews living there remaining incorporated in Israel. It's a win/win unless destruction of Israel is the goal. There is no reason for an Arab to say no.
