    As you are no doubt aware Israel has not taken any steps to annex the Golan Heights. When a nation takes control of an area formerly under another nation's sovereignty it also assumes all security requirements for it. In this case following Syria's attack on Israel, Israel defeated the Syrian forces and captured the area of the Golan Heights. The Israeli government has not announced an annexation of the Golan Heights. The Golan Heights law, passed in 1981, extends Israeli law over the area but does not declare the Heights as annexed. This recognizes de jure what was already a de facto reality. Israel maintains sovereignty of the Heights. Should Israel neglect its obligations to provide security the public condemnations would be as great as those who decry its fulfilling them. Israel is fulfilling its obligations to its citizens and the inhabitants of the Heights.
