"If Israel joins the Protocl, exchanges will be natural." - Tosefta "A combined reading of paragraphs 3 and 4, leads to the conclusion that the vast majority of Palestinians held by Israel, will not meet the requirements of POW`s as set forth by the treaty." - Bird from Outerspace I think very many prisoners will qualify as POW, certainly those using arms openly for which the IDF launches raids, or those falling captive during incursions into Gaza. But this was not even my point. Once Israel starts thinking about the adverasary not as terrorists but as freedom fighters, the whole attitude will change. In particular, the criterion of "blood on the hands" will look strange. What is preventing exchanges today is the mindset, as Eldar is saying.
