Keep in mind that according to the Merriam Webster dictionary, terrorism is defined as "the systematic use of terror especially as a means of coercion" and terror as "a state of intense fear". I guess the people at the bank did not feel coerced or fearful. And I wonder if "A Jew does not uproot a Jew" can we assume that a "Jew does not rob a Jew"?
