And the cost of manitaining a relative large military presence in the West Bank, safeguarding their exclusive highways, manning checkpoints and separation fences, etc. Nor does it include the costs of "building" those highways, power lines, water/sewage...you name it! The difference quoted in the article is a drop in the bucket when you consider the total government expenditures on behalf of the settlements.
