It is very unlikely that Pakistan and India would grant a free pass if their people suffer from fallout from an Israeli or American strike on Iran. And killing ten or twenty million preemptively cannot be justified by any history, not even what happened in the Holocaust. Nobody is going to grant a free pass for that. Once things start, all bets are off.
