In the spring of 1987, Peres reached an agreement with Jordan according which the West Bank would have become an Israeli-Jordanian ''condominium'' (Israel being in charge of the security and Jordan being in charge of the administration). That was too much for Shamir, even though it would have enabled Israel to sign a peace agreement without removing the army from the Jordan Valley. As a result, a few months later, the first intifada was launched and Jordan renounced to its claims in the West Bank. This is why ultimately, we were forced to negociate with Arafat and the PLO. If we fail this time again with Abbas, in a few years from know, we'll be negociating a one-state solution with Hamas.
