From here, it sounds like Leah Rabin was a huge Socialist who favored the continuation of things like Histadrut, oppressive foreign trade taxation, and the kibbutz movement. Netanyahu worked and is working to overhaul a rather large amount of the system to make Israel more capitalist and therefore a much more attractive place for foreign investment, which is in large part what led to the tech boom in Israel. It has nothing to do with Bibi's abilities as a leader, but rather whether or not you support Israel as a Socialist or Capitalist state.
