    Lieberman wants to take the diplomatic initiative after the diplomatic rout his and Netanyahu's stance has led Israel into. But the provisional borders initiative cannot work. The Palestinians might simply say: We have accepted the Bush Roadmap and are willing to go with it, and phase #2 does call for a Palestinian state with borders to be negotiated. But phase #1 of the Roadmap was that Israel stops all construction in the West Bank and remove all illegal settlements. Israel should fulfill this obligation and then we will agree to have a state and negotiate over the borders. The Palestinians cannot accept provisional borders while settlers eat up all the rest of the West Bank, and nobody will blame them for this. What would Israel do then? Our weakling leader Netanyahu was unable to stop settlement construction for 3 miserable months, so this idea of following the Roadmap is much worse for him. (Incidentally, the Palestinians did fulfill their phase #1 obligations to improve their security services, as attested by the US itself.)
