The territory is under Israeli occupation, and an occupying power is prohibited from extending its own laws to occupied territory. THEREFORE it is not possible for an Israeli court ruling to "legalize" something that is illegal under international law i.e. an occupier can not circumvent int'l law simply by enacting a domestic law that says it can do this, or that, or the other....
