Yes, it is Hamas famous tactic primarily used here. Going a little further, it is the time when Abbas turns into weak `sheep`, meekly urging Hamas to stop (though his carefulness is understood here, he who takes actual actions in opposition to `mighty resistance`, even just as consideration of any benefit to Israel, may just pay the price). All in all (it had been stated many times before too) it is the well known, well oiled machine in lies, conning & deception. What really sad is that Israel sees the `bait`, recognizes the `bait`, but absolutely has no choice but to take it. What even more pathetic is once Israel takes the bait, she does not even scrape the surface in eradicating this evil once & for all (for the multiple reasons too convoluted, manipulative & sometimes even out of her control to detail here), thus placing herself into predictable, unpunished for any provocation, never ending cycle, so familiar, useful & always on the forefront of the enemy.
