It doesn't matter how enlightened or benevolent that Hamas would like to be. The restrictions and boycott which have been placed upon Gaza by America and Israel and others has made the economy and living conditions in Gaza what they are today. This "attack" upon the citizens of Gaza is not being made because of the Qassams. It is being made because the Palestinians elected Hamas and Hamas is seen as a terrorist group. Even though the boycott would effect Hamas members less than it would the large majority of poor people in Gaza, those poor people helped elect Hamas so they are also targets for the boycott reprisal. There is no way Hamas could fix this, so it is wrong to blame them for the economic conditions in Gaza.
