Isn't a "public servant". He wasn't just made into some public Rabbi (that's controlled by the state). Many individuals (especially the Bukharians in Jerusalem) saw the great genius of this Rav and started supporting him financially and otherwise. It was a smart spiritual investment especially becuase of the great Knowledge that he has brought to the Jewish community especially the Sefardim who have more respect for G-D's servants.
